Organization Details

Harlem Commonwealth Council, Inc. (HCC) is a 501(c)(3) economic development non-profit organization delivering community-driven solutions in Harlem and surrounding communities since 1967. HCC’s mission is to stimulate economic development in Harlem, Upper Manhattan, and the Bronx, all of which are underserved communities in New York City with large minority populations. HCC achieves this mission through the support of business enterprises, the generation and retention of jobs, and the education of residents.

Impact Story

HCC targets vulnerable populations with practical, innovative ways for people to lift themselves out of poverty. HCC works with both youth through partnerships with community schools and adult populations to achieve its mission.

HCC offers programming dedicated to supporting business development and entrepreneurship. It has served 2,127 entrepreneurs through a three-pronged approach that includes access to capital, access to skills, and access to markets. HCC is also focused on investing in its target communities' future and therefore has a robust offering of education and mentorship programming for youth and adults. Achievements include:

  • Origination of over 230 loans totaling more than $3.6 million to primarily minority- and women-owned business enterprises, over 90% of which are owned by Black or Latinx entrepreneurs
  • Support for the creation and/or retention of over 500 local jobs
  • Engagement of 80 students during the 2018-2019 school year with positive performance evaluations by NYC/DYCD for both elementary and middle school after-school programs
  • Delivery of adult basic education programming to over 2,000 adult learners, including 84 adult learners served during the 2018-2019 school year, with 64% demonstrating increased scores in reading and/or math skills.
  • Training of over 400 adult students in computer skills since 2011
  • Disbursement of $25K in scholarships to support aspiring health care professionals to pursue an education in the medical field
