Pacific Links Foundation is a women-led, locally rooted NGO combating human trafficking and advancing gender equality for vulnerable women, girls, and communities in Vietnam. Founded by Vietnamese American refugees 25 years ago, we deliver innovative, evidence-based solutions across two integrated portfolios: Education (long-term scholarships, GLOW online learning platform, specialized skills camps) and Modern Slavery Prevention (PAXU workers' wellbeing app, supply chain training, reintegration services, community outreach campaigns). Our culturally competent, technology-forward approach recognizes that access to education, reliable information, and safe job opportunities is key to breaking cycles of poverty, exploitation, and unsafe migration. Since 2001, we have directly empowered 450,000+ individuals to build resilience, access better opportunities, and thrive—free from modern slavery and systemic inequality.
Impact Story
Pacific Links Foundation exists because we've witnessed how the dangerous intersection of poverty, educational inequity, and human trafficking destroys young lives in Vietnam's most underserved regions. Traffickers exploit migration dreams through digital platforms, using false job promises to trap vulnerable youth in forced labor, sexual exploitation, and forced marriages. We break this cycle through our integrated approach: empowering youth with education and life skills while simultaneously building community defenses against trafficking through outreach campaigns, safe migration tools, and reintegration services.
Our dual-portfolio strategy delivers measurable transformation across 450,000+ lives since 2001. Through 25,000+ scholarships, we've reduced dropout rates to just 8% (compared to a regional average of 46% in the Mekong Delta and 18% in Central Vietnam (UNICEF 2022)), with 34% pursuing higher education (compared to 6% in the Mekong Delta (UNESCO 2020)) and 4,000+ graduates now in skilled employment, including careers in STEM (doctors, engineers, etc.) and business (marketing, accountant, entrepreneurship, etc.). Our GLOW platform has delivered 500,000+ learning hours to 80,000+ rural users. Simultaneously, our Modern Slavery Prevention portfolio protects vulnerable populations through PAXU app (serving 25,000+ users), outreach campaigns (reaching 350,000+ individuals), supply chain training (110,000+ factory workers trained in 60+ factories), and reintegration services (2,300+ trafficking survivors reintegrated). We've also trained 1,500+ first responders from 35+ countries to identify and respond to trafficking. By combining educational empowerment with comprehensive anti-trafficking prevention, we don't just help youth escape poverty—we create resilient communities where exploitation cannot take root and every person can pursue their dreams safely.
